In short, the amendment refines and clarifies which parts/serial numbers are in scope and which procedures must be followed, expanding operational detail beyond the original AD rather than introducing a new safety concept."},"complexity_factors":["Narrow applicability tied to parts repaired/replaced by specific organisations during a specific date range (2000–2005) and to part/serial numbers listed in RUAG SB-228-270R1 (page 7).","Cross-references to an external service bulletin (RUAG SB-228-270R1) for both applicability and inspection instructions.","Cross-references to LBA/EASA approval and an earlier LBA AD (LBA AD D-2007-350R1).","Three-part conditional requirement flow: (1) inspect, (2) report if defect beyond acceptable level or de-bonded primer, (3) repair per manufacturer — i.e. outcomes depend on inspection results.","Ambiguous normative phrase: “corrosion is beyond the acceptable level” (no numeric threshold in the AD; relies on manufacturer assessment).","Multiple timelines: initial inspection within 2 months of 12 March 2009; immediate reporting after findings; repairs per manufacturer timing/instruction."],"plain_english_summary":"**What this airworthiness directive (AD) requires**\n\n- **Which aircraft are affected:** Certain Dornier 228 series aeroplanes (models 228-100, -101, -200, -201, -202, -202K and -212) but only when the rudder and/or elevator were *replaced or repaired by Fairchild Dornier or RUAG between 2000 and 2005*. The exact part numbers and serial numbers covered are listed in RUAG Service Bulletin SB-228-270R1 (see page 7 of that SB).\n\n- **Inspection requirement:** Operators must perform a detailed visual inspection of accessible inner areas of the rudder and elevator structure to look for:\n - corrosion, and\n - de-bonded primer (described here as a yellow‑green primer lifting away), and\n - any other deviation in the surface protection.\n The inspection must follow RUAG Service Bulletin SB-228-270R1 (or a later revision approved by the LBA/EASA).\n\n- **Reporting and repair:** If inspection results show corrosion beyond acceptable levels or clear de-bonded primer, the operator must report those findings to the manufacturer for assessment. Any necessary repairs must then be carried out in accordance with the manufacturer’s repair instructions.\n\n- **Timing / compliance:**\n - The inspection must be done within 2 months after 12 March 2009 unless it has already been done.\n - Reporting must occur immediately after such findings are established.\n - Repairs must follow the manufacturer’s instructions (timing as required by those instructions).\n\n- **Why this AD was issued (mechanics, not motive):** The manufacturer found missing primer on the inside of the elevator and rudder on one aircraft. RUAG’s investigation showed that its paint‑stripping method had changed from manual stripping (brush/scraper) to immersion in hot liquid stripper. That new process was not communicated to, nor approved by, the type certificate holder. The change in stripping method can remove or damage the protective primer, which can lead to corrosion or reduced bond of the primer.\n\n**Who pays, who decides, and what changes in behaviour**\n\n- **Who pays:** Operators of affected aircraft will bear the direct costs: labour for inspections, potential costs of repairs or part replacement, and aircraft downtime. If the manufacturer issues repair instructions that require parts or specialised work, additional costs may follow. The AD requires reporting to the manufacturer but does not itself create a payment obligation from the manufacturer.\n\n- **Who decides:** The AD prescribes the inspection and reporting obligations. The manufacturer assesses reported defects and issues specific repair instructions; repairs must then be done to the manufacturer’s instructions. The RUAG Service Bulletin referenced provides the detailed inspection/rectification method but must be an LBA/EASA‑approved revision to be followed.\n\n- **Behaviour changes and incentives:** Operators of affected aircraft will inspect those rudders/elevators within the specified window and report any problems to the manufacturer. Maintenance providers will need to ensure paint‑stripping and surface‑protection processes are approved by the type certificate holder; operators may choose alternative maintenance providers or methods if perceived risk or cost rises.\n\n**Costs, trade-offs and implementation risks**\n\n- **Costs and downtime:** Inspections and repairs can take aircraft out of service; more extensive corrosion or primer de‑bonding could require significant repair or replacement expense.\n\n- **Regulatory reliance and clarity:** The AD relies on RUAG SB-228-270R1 for applicability and inspection detail and on the manufacturer to define what level of corrosion is “beyond acceptable level.” Those cross‑references create operational dependence on the correctness and availability of the SB and on manufacturer judgment for repair thresholds.\n\n- **Targeting and incidence:** The AD targets a limited population — only parts replaced/repaired by Fairchild Dornier or RUAG in 2000–2005 — so the affected operators are a concentrated group while costs are concentrated on those operators.\n\n**Source cross‑references to note**\n- RUAG Service Bulletin SB-228-270R1 (applicability, inspection and part/serial lists).\n- LBA AD D-2007-350R1 is referenced as related.\n\n"},"kimi_summary":{"content_quality":"ok","complexity_score":3,"scope_assessment":{"changed":false,"description":"This is an amendment to an existing Airworthiness Directive (AD/DO 228/12).
