The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.\n\n![](image.001.png) \n\nEurocopter SA 360 and SA 365 (Dauphin) Series Helicopters\n\nAD/DAUPHIN/64\n\nAmdt 1\n\n \nFuel \\- Air Vent Hoses 13/2004\n\nApplicability: AS 365 helicopters versions N, N1, N2 and N3 post-modification 0753B31 \"Reinforced Latch Support at the 9° Frame\".\n\nRequirement: 1. Inspect for condition of the air vent hoses, and the latch support attachment screws for correct length in accordance with Eurocopter AS 365 N Alert Service Bulleting (ASB) No 28.00.31.\n\n2. Carry out rectification of any defects found during the inspection as listed in requirement 1, in accordance with Eurocopter ASB No. 28.00.31.\n\nNote 1: DGAC Airworthiness Directive F-2003-028 R1 as approved by EASA reference number 2004-8604 dated 10 August 2004 refers.\n\nCompliance: 1. Unless accomplished earlier, within 50 flight hours or within one month from the effective date of this directive, whichever occurs first.\n\n2. Prior to further flight.\n\nThis Amendment becomes effective on 23 December 2004.\n\nBackground: The current issue of this Airworthiness Directive refers to the ASB 28.00.31 and clarifies the effectivity list that now covers post-modification 0753B31 helicopters only.\n\nNote 2: Modification 0753B31 \"Reinforced Latch Support at the 9°Frame\" is also the subject of Service Bulletin (SB) No. 53.20 that was cancelled by complying with Eurocopter ASB No. 53.00.42 \"Check of the Holes of the Reinforced Latch Support on the 9° Frame” and SB No. 53.00.44\n\nThe original issue of this Airworthiness Directive required inspection as per provisions of Eurocopter Alert Telex No. 28.00.31, addressing the safety risk associated with the fuel leak. The reported leak was due to the interference between air vent hose and the attachment screws of the latch support of right hand front door.\n\nEurocopter SA 360 and SA 365 (Dauphin) Series Helicopters\n\nAD/DAUPHIN/64 Amdt 1 (continued)\n\nAlert Telex 28.00.31 was later converted to Eurocopter AS 365 N ASB 28.00.31 with no change in the technical content.\n\nThe original issue of this airworthiness directive became effective on 17 April 2003.\n\n![Signature of James Coyne Delegate of the Civil Aviation Safety Authority](image.002.png) \n\nJames Coyne\n\nDelegate of the Civil Aviation Safety Authority 9 November 2004\n\n![](image.001.png) \n\nThe above AD is notified in the Commonwealth of Australia Gazette on 1 December 2004.","sortOrder":0}],"analysis":{"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":true,"description":"This amendment narrowed the scope of the original AD by clarifying the effectivity: it now applies only to AS 365 N/N1/N2/N3 helicopters that are post‑modification 0753B31 (reinforced latch support at the 9° frame). (This is to detect possible interference between the hose and the screws.)\n - If the inspection finds defects, repair or rectify them in accordance with the ASB.\n\n- Timing: the inspection must be done within 50 flight hours or within one month of the AD taking effect, whichever comes first. Any defects found must be fixed before the helicopter flies again.\n\n- The AD incorporates (by reference) the procedures and technical detail contained in Eurocopter ASB No. 28.00.31; it also notes related French (DGAC) and EASA actions and other Eurocopter service documents.\n\n**Who it affects\n\n- Helicopter operators and owners who operate the listed AS 365 models that have modification 0753B31 fitted. (If your helicopter is not in the effectivity list — for example, if it does not have mod 0753B31 — this AD does not apply.)\n\n- Maintenance organisations and licensed engineers who perform the inspections and any corrective work required by the ASB.\n\n- Parts suppliers or repair stations if replacement parts or specific repairs are required.\n\n**Why it matters (stated rationale and practical implications)\n\n- Stated reason: the AD addresses a reported fuel leak caused by contact between an air‑vent hose and latch‑support attachment screws. The inspections and corrective actions are intended to remove that unsafe condition.\n\n- Immediate effects on operators: there is a short, mandatory inspection window (50 flight hours or 1 month). If defects are found the aircraft cannot fly until rectified, which can create downtime and repair costs for the operator.\n\n**Who pays, who decides, and how behaviour changes\n\n- Who pays: aircraft owners/operators pay for inspection labour, any parts and repairs, and for any downtime caused by grounding for rectification.\n\n- Who decides/enforces: CASA (through its delegate) issues and enforces the AD; the technical method of compliance is the Eurocopter ASB specified in the AD.\n\n- Behaviour change required: operators must schedule and complete the inspection promptly, follow the manufacturer ASB if defects are found, and keep aircraft grounded until rectification is completed.\n\n**Implementation, compliance burden and risks\n\n- Compliance burden is primarily the inspection cost, potential parts/repair costs, and potential operational disruption if defects are found.\n\n- The AD mandates following a manufacturer ASB. That creates dependence on the ASB for the technical method of compliance and may mean operators must obtain parts or procedures from the manufacturer or authorised providers.\n\n- The AD narrows the effectivity to helicopters post‑mod 0753B31; that clarification changes which fleet members must act and reduces the set of aircraft exposed to the AD’s requirements (see Background and Applicability).\n\n**Cross‑references and consistency\n\n- The AD cross‑references Eurocopter ASB No. 28.00.31 for technical steps, and notes related DGAC and EASA directives and service bulletins. The AD states the ASB was a conversion of an earlier Alert Telex without technical change.\n\n(Sections cited: Applicability; Requirement; Compliance; Background; Notes.)"},"flash_summary_failed":{"failed":true,"reason":"Unauthenticated.
