The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.\n\n![](image.001.png) \n\nEurocopter SA 360 and SA 365 (Dauphin) Series Helicopters\n\nAD/DAUPHIN/60\n\nAmdt 1\n\n \n\nMain Rotor and Tail Rotor Dynamic Components\n\n \n10/2003\n\nApplicability: Model SA 365 C, C1, C2, and C3 helicopters, and model AS 365 N, N1, N2, and N3 helicopters; equipped with dynamic components following overhaul (RG) or repair (RE) at the Eurocopter Helicopter Maintenance and Overhaul Facility (D.E.R.H.), listed in Tables 1 and 2 (as applicable) of paragraph 4 “Appendix” of Eurocopter Alert Service Bulletin No. 65.41 or No. 62.00.19, as applicable.\n\nRequirement: 1. Using the Equipment Log Cards (FMEs) of the dynamic components, check whether the dynamic components embody parts affected by this Directive, in accordance with the instructions specified in paragraph 2.B.1. of Alert Service Bulletin No. 65.41 or No. 62.00.19, as applicable.\n\nIf the Requirement 1 check does not reveal the existence of a part affected by this Directive, no further action is required.\n\nIf the check reveals the existence of one or more part(s) affected, comply with the instructions specified in paragraph 2.B.2 of Alert Service Bulletin No. 65.41 or No. 62.00.19, as applicable.\n\n2. After correction in accordance with paragraph 2.B.2.1 of Alert Service Bulletin No. 65.41 or No. 62.00.19, as applicable; if the number of operating hours of a part exceeds its life limit, remove the part concerned or the assembly that embodies the part in accordance with the instructions specified in paragraph\n\n2.B.2.2. of Alert Service Bulletin No. 65.41 or No. 62.00.19, as applicable.\n\nComply with paragraph 2.B. of Alert Bulletin No. 65.41 or No. 62.00.19, as applicable; on dynamic components that have been stored following repair or overhaul, before installation on aircraft.\n\nNote: DGAC AD 2002-452(A) R1 refers.\n\nCompliance: 1. Within 10 flight hours after 11 September 2002, unless already accomplished.\n\n2. If affected, within 50 flight hours following determination that the life limit has been exceeded.\n\nThe compliance times of this Directive remain unchanged by this issue.\n\nEurocopter SA 360 and SA 365 (Dauphin) Series Helicopters\n\nAD/DAUPHIN/60 Amdt 1 (continued)\n\nThis Amendment becomes effective on 2 October 2003.\n\nBackground: A discrepancy in the D.E.R.H. computer system, which is used to carry over the number of operating hours of the parts following repair or overhaul work, is the cause of incorrect completion of some Equipment Log Cards. The result of this discrepancy is that a part that has changed part number or serial number following repair or modification, may have been dispatched with incorrect operating hours. Affected items will show zero hours on their FME.\n\nAmendment 1 is issued in response to a revision of the related DGAC AD, which introduces Alert Service Bulletins in place of the previously referenced Alert Telexes, with no change in technical content.\n\nThe original issue of this Airworthiness Directive became effective on 11 September 2002.\n\n![Signature of David Villiers Delegate of the Civil Aviation Safety Authority](image.002.png) \n\nDavid Villiers\n\nDelegate of the Civil Aviation Safety Authority 1 August 2003\n\n![](image.001.png) \n\nThe above AD is notified in the Commonwealth of Australia Gazette on 10 September 2003.","sortOrder":0}],"analysis":{"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":false,"description":"This Amendment (Amdt 1) does not change the substantive scope of the original AD. The AD applies only to parts that were repaired or overhauled at the Eurocopter Helicopter Maintenance and Overhaul Facility (D.E.R.H.) and that are listed in the Tables in the manufacturer Alert Service Bulletins (ASB) cited by the AD (see \"Applicability\").\n\n- The required steps are:\n - Use the Equipment Log Cards (FMEs) for the dynamic components to see whether any parts listed in the ASBs (Tables 1 and 2) are fitted (Requirement 1).\n - If none of the listed parts are present, no further action is needed.\n - If listed parts are present, follow the detailed instructions in the cited ASB paragraphs (2.B.2 and related) to correct records and, where a part’s actual operating hours exceed its life limit, remove that part or the assembly containing it (Requirement 1 and 2).\n - Also comply with the ASB instructions before installing any repaired/overhauled dynamic component that has been stored (Requirement 2, last sentence).\n\n- Required timing (Compliance):\n - The initial FME check must be completed within 10 flight hours after 11 September 2002 (unless already done).\n - If a part is found to have exceeded its life limit, removal must occur within 50 flight hours after that determination.\n\n**Who is affected**\n\n- Operators (owners, lessees, or aircraft operators) of Eurocopter models SA 365 C/C1/C2/C3 and AS 365 N/N1/N2/N3 that have dynamic components repaired/overhauled at D.E.R.H. and listed in the ASB tables.\n- Maintenance organisations and engineers who perform inspections, record-keeping, and part removals/replacements. They must follow the Eurocopter Alert Service Bulletin procedures referenced.\n- The Eurocopter D.E.R.H. facility is indirectly implicated as the origin of the data discrepancy prompting the AD, but the AD imposes corrective steps on aircraft operators/maintainers rather than on D.E.R.H. directly.\n\n**Why it matters (official purpose claim and practical implications)**\n\n- Official purpose claim: A discrepancy in D.E.R.H.'s computer system caused some Equipment Log Cards (FMEs) to be completed incorrectly so that parts might have been dispatched showing zero hours after overhaul/repair. This could mean a part has more operating hours than its records indicate and may have exceeded its certified life limit. The AD aims to ensure parts actually in service have not exceeded life limits and to remove any that have (Background; Applicability; Requirements).\n\n- Practical implications and trade-offs:\n - Who pays: aircraft operators and maintenance providers bear the inspection and removal/replacement costs (labour, parts, aircraft downtime) because they must carry out the FME checks and any corrective work (Requirement; Compliance).\n - Behaviour changes: operators must examine FMEs before fitting or continuing to operate affected components, follow ASB repair/removal instructions, and remove parts that exceed life limits (Requirements 1–2).\n - Compliance burden: the AD imposes an administrative check (FME verification) and potentially physical work (part removal) with short compliance windows (10 and 50 flight hours). This can create scheduling pressure and short-term operational disruption for affected helicopters.\n - Effects on private enterprise and competition: independent maintenance organisations will need to implement the ASB procedures for their customers; the AD does not limit who may carry out the work but does require adherence to the manufacturer ASB instructions. There is no explicit subsidy or compensation mechanism in the AD.\n - Implementation risk and verification: the corrective process depends on the accuracy and availability of Equipment Log Cards and on following the manufacturer's ASB instructions; if FMEs are missing or ambiguous, additional verification or conservative removal may be required (increasing cost and downtime).\n - Opportunity cost: time and resources spent on compliance cannot be used for other maintenance or operations; if many machines are affected, operators may need to reschedule flights or lease replacements.\n - Concentrated benefits vs diffuse costs: the safety benefit (reduced risk of component failure) accrues to operators, passengers, and the public generally; the immediate compliance cost is concentrated on the operators and maintainers of the affected fleet.\n\n**Other mechanical details**\n\n- The AD relies on the detailed procedures contained in Eurocopter Alert Service Bulletin No. 65.41 or No. 62.00.19 (as applicable). The AD does not itself set the technical repair or removal steps but makes compliance with those ASB paragraphs mandatory (Requirement references to paragraphs 2.B.1, 2.B.2, 2.B.2.1, 2.B.2.2).\n- Amendment 1 replaces previously referenced Alert Telexes with Alert Service Bulletins; the AD states this change is administrative and that there is no technical change to the required actions (Background).\n\n**Where decision authority lies and how enforcement works**\n\n- The AD is issued by a delegate of the Civil Aviation Safety Authority (CASA) under CASR subregulation 39.1(1). It makes following the manufacturer ASB procedures mandatory for the affected aircraft/components. Compliance with the AD is enforceable under aviation safety regulations and monitored through usual continuing airworthiness and maintenance oversight mechanisms.\n\n(References in this summary: Applicability; Requirement 1 and 2; Compliance; Background; ASB paragraph references as cited in the AD.)"},"kimi_summary":{"content_quality":"ok","complexity_score":4,"scope_assessment":{"changed":false,"description":"This Amendment 1 simply updates the referenced documentation format (replacing Alert Telexes with Alert Service Bulletins) without changing the technical requirements or expanding the scope beyond the original safety issue.
