The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.\n\n![](image.001.png) \n\nTeledyne Continental Motors Piston Engines\n\nAD/CON/80\n\nAmdt 3\n\n \nCrankshaft Material Inspection 4/2002\n\nApplicability: TCM IO-360, TSIO-360, LTSIO-360, O-470, IO-470, TSIO-470, IO-520, TSIO-520,\n\nLTSIO-520, IO-550, TSIO-550 and TSIOL-550 series engines incorporating a crankshaft listed by serial number in Teledyne Continental Motors (TCM) Mandatory Service Bulletin MSB 00-5D.\n\nNote 1: Crankshafts of concern were manufactured in the period 1 April 1998 through 31 March 2000. The crankshafts of concern may have been installed in a new or rebuilt engine by TCM or installed by an organisation other than TCM during a bulk strip or field overhaul at any time after 1 April 1998.\n\nNote 2: Crankshafts of concern can be identified by interpreting the crankshaft serial number. TCM MSB 00-5D details a serial number identification procedure.\n\nRequirement: 1: An authorised representative of TCM to obtain a sample of the crankshaft material for the purpose of metallurgical evaluation in accordance with TCM Mandatory Service Bulletin MSB 00-5D or any subsequent revision.\n\n2: Following compliance with Requirement 1 of this Directive, applicable engines may only be returned to service following receipt of TCM documented evidence that confirms the material sample was found not to exhibit any metallurgical anomalies. The TCM notification of result is to be retained in the engine log book as an engine record.\n\nNote 3: FAA Airworthiness Directive AD 2000-08-51 refers.\n\nCompliance: Unless previously accomplished; within 10 hours time in service.\n\nCompliance with a previous issue of this Directive constitutes compliance with the requirements of this Directive.\n\nThis Amendment becomes effective on 18 April 2002.\n\nTeledyne Continental Motors Piston Engines\n\nAD/CON/80 Amdt 3 (continued)\n\nBackground: This Directive was originally issued to require core samples of crankshaft material be taken for the purpose of metallurgical evaluation. The requirement follows advice of 11 crankshaft failures in service. The failed crankshafts had been manufactured from steel suspected of containing subsurface anomalies. This amendment reflects the manufacturer’s latest revision of the requirement document. The revision, in part, identifies engines and crankshafts that have not yet complied with previous issues of MSB 005 and increases the number of engines and crankshafts applicable.\n\nAmendment 2 of this Airworthiness Directive became effective on 28 December 2000.\n\nAmendment 1 of this Airworthiness Directive became effective on 7 June 2000.\n\nThe original issue of this Airworthiness Directive became effective on 26 April 2000.\n\n![Signature of Eugene Paul Holzapfel Delegate of the Civil Aviation Safety Authority](image.002.png) \n\nEugene Paul Holzapfel\n\nDelegate of the Civil Aviation Safety Authority 13 March 2002\n\n![](image.001.png) \n\nThe above AD is notified in the Commonwealth of Australia Gazette on 27 March 2002.","sortOrder":0}],"analysis":{"flash_summary":{"complexity_score":4,"scope_assessment":{"changed":true,"description":"Background states this amendment 'identifies engines and crankshafts that have not yet complied with previous issues' and 'increases the number of engines and crankshafts applicable', so the amendment expands the population of affected crankshafts and incorporates the manufacturer's latest revision of MSB 00-5D (Background)."},"complexity_factors":["Technical requirement: metallurgical sampling and evaluation of crankshaft material (Requirement 1).","Applicability specificity: long list of engine series plus crankshafts identified by serial number and manufacture window 1 Apr 1998–31 Mar 2000 (Applicability; Note 1; Note 2).","Dependence on an external document and its revisions: TCM Mandatory Service Bulletin MSB 00-5D governs the sampling and identification procedure (Applicability; Requirement 1).","Authorised-person requirement: sample must be obtained by an authorised representative of TCM, creating coordination and potential access constraints (Requirement 1).","Return-to-service condition: engines may only be returned after receiving documented confirmation from TCM and that confirmation must be retained in the engine log book (Requirement 2).","Short compliance window: action required within 10 hours time in service unless already done, increasing operational disruption risk (Compliance).","Interplay with earlier instruments: revokes AD/CON/80 Amdt 2 and accepts prior compliance as satisfying current requirements, requiring record checks (first paragraph; Compliance).","Cross-reference to foreign directive (FAA AD 2000-08-51) may create parallel obligations or expectations (Note 3).","Administrative discretion: issued under CASA delegate power (subregulation 39.1(1) of CAR 1998) and includes a manufacturer-driven revision of the requirement document (first paragraph; Background)."],"plain_english_summary":"This Airworthiness Directive requires a sample of crankshaft material be taken from specified Teledyne Continental Motors engines (crankshafts manufactured 1 Apr 1998–31 Mar 2000) and metallurgically tested under TCM Mandatory Service Bulletin MSB 00-5D.
