Some of these failures have resulted in in-flight engine shutdowns. Post incident investigations revealed that excessive wear within the engine TCGB could alter the rigging position or cause the throttle to jam. With the rigging position altered, movement of the throttle lever towards the idle position can result in throttle moving too close to the fuel shut-off position, which potentially, can cause the engine to flame out.Bombardier issued Service Bulletin (SB) 601R-76-019 dated 21 August 2003, to introduce an inspection of, and if required, replacement of the throttle control gearbox with a serviceable unit. This AD was originally issued to mandate the subject inspection requirement as per SB 601R-76-019 and subsequent revisions. The subject TCGB inspection requirements mandated as per the earlier versions of this AD are now transcribed in a new Certification Maintenance Requirement (CMR) task. |\n\n| | This amendment is issued to mandate the incorporation of the new CMR task into the CL-600-2B19 MRM, as introduced by the MRM TR 2A-47.The original issue of this AD became effective on 30 August 2007. |\n| --- | ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- |\n\n![](image.001.png) \nDavid Villiers \nDelegate of the Civil Aviation Safety Authority\n\n9 October 2009","sortOrder":0},{"sectionNumber":"AD/CL-600/78 Amdt 1","sectionType":"part","heading":"AD/CL-600/78 Amdt 1","content":"## AD/CL-600/78 Amdt 1","sortOrder":1},{"sectionNumber":"Engine Throttle Control Gearbox","sectionType":"part","heading":"Engine Throttle Control Gearbox","content":"## Engine Throttle Control Gearbox","sortOrder":2},{"sectionNumber":"21/2009","sectionType":"part","heading":"21/2009","content":"## 21/2009","sortOrder":3}],"analysis":{"flash_summary_failed":{"failed":true,"reason":"Unauthenticated. Mechanically this broadens the measure from an AD-driven, possibly one-off or repetitive inspection action to a formal, ongoing maintenance requirement recorded in the MRM. That change embeds the task in routine maintenance planning and record-keeping and therefore extends the original AD’s operational scope from ad hoc compliance to a permanent maintenance obligation."},"complexity_factors":["Narrow applicability: only three specific TCGB part numbers listed","Single mandatory action: update MRM to incorporate one Temporary Revision (TR 2A-47)","Short compliance timeline: 30 days from effective date","Cross-references to external documents: Bombardier SB 601R-76-019, MRM TR 2A-47, Transport Canada AD CF-2004-01R2","Limited conditional logic: no nested exceptions or multiple alternative compliance pathways specified","Background references to prior ADs and actions but no new complex penalty or certification scheme introduced"],"plain_english_summary":"**What this instrument does (mechanically)**\n\n- It requires operators of specified Bombardier CL-600-2B19 (Challenger) aeroplanes to update their Maintenance Requirements Manual (MRM, document CSP A-053) to include Temporary Revision (TR) 2A-47 so that the new Certification Maintenance Requirement (CMR) task C76-11-127-01 is part of their ongoing maintenance documentation. (See Requirement and Applicability.)\n- The update must be completed within 30 days of the AD’s effective date. The amendment became effective 15 October 2009.\n\n**Who this affects**\n\n- Aircraft operators and maintenance organisations responsible for CL-600-2B19 aircraft that have engine Throttle Control Gearbox (TCGB) Part Numbers 2100140-003, 2100140-005 or 2100140-007 installed.\n- Maintenance personnel who will carry out the CMR task described in TR 2A-47 and keep required records.\n\n**Why the change was made (official rationale)**\n\n- There were multiple reported failures of the Regional Jet engine TCGBs (the listed P/Ns). Some failures caused in-flight engine shutdowns. Investigations found excessive wear in the gearbox could change throttle rigging or cause the throttle to jam, which can move the throttle toward fuel shut-off and result in engine flame-out.\n- Bombardier issued a Service Bulletin (SB 601R-76-019) to inspect and, if necessary, replace the gearbox. Earlier versions of the AD mandated the inspection specified in that Service Bulletin. This amendment requires the new CMR task (which transcribes those inspection requirements) to be incorporated into the MRM as TR 2A-47, making the task part of the certified maintenance regime.\n\n**How it works in practice — who pays, who decides, what behaviour changes**\n\n- Who pays: the aircraft operator pays. Direct costs include labor for inspections and any replacements, parts or overhauled TCGB purchases if units fail inspection, potential aircraft downtime, and the administrative step of updating the MRM. There may be follow-on costs if serviceable replacement gearboxes are scarce.\n- Who decides: the regulator (Civil Aviation Safety Authority via this AD) mandates the update; the operator and its approved maintenance organisation (AMO) decide how to schedule and perform the required CMR task within the operator’s maintenance program subject to regulatory compliance. Any alternative methods of compliance would require regulator approval (not specified in the AD text but standard practice).\n- Behavioural change: operators must incorporate the new CMR task into their routine maintenance program and perform the inspections/replace parts as required by that task rather than treating the issue as an isolated bulletin action. Maintenance planning, parts provisioning and record-keeping will be adjusted accordingly.\n\n**Costs, incentives, trade-offs, compliance burden and implementation risks**\n\n- Administrative burden: operators must update the MRM within 30 days — a short administrative deadline, but a low-cost task relative to inspections.\n- Operational cost: the substantive burden is performing the inspections/replacements required by the CMR task. These costs are borne by each operator for affected aircraft and can include labor, parts, and aircraft out-of-service time.\n- Supply risk: if multiple operators need replacement TCGBs, parts availability could cause additional operational disruption or delay.\n- Enforcement and discretion: the AD prescribes the documentation change; the regulator enforces compliance. The AD does not set out alternative compliance procedures in the text provided, so operators would need regulator approval to deviate.\n- Trade-offs: the measure increases recurring maintenance obligations (cost to operators) in exchange for reducing the risk of in-flight engine shutdowns tied to TCGB wear. The amendment moves the safety control into the ongoing certified maintenance schedule (CMR) rather than a one-off or ad hoc inspection regime.\n\n**Other practical notes**\n\n- The AD cross-references Transport Canada AD CF-2004-01R2 and Bombardier service material (SB 601R-76-019 and MRM TR 2A-47). Operators should consult those documents for the technical content of the inspection/replacement criteria and task intervals.\n- The amendment formalises the inspection requirement as a maintained certification requirement (CMR) in the MRM, which tends to make the task a permanent part of the aircraft’s maintenance lifecycle rather than a temporary bulletin-driven action."},"kimi_summary":{"content_quality":"ok","complexity_score":3,"scope_assessment":{"changed":true,"description":"The original 2007 AD mandated a one-time inspection based on a manufacturer service bulletin.
