If the inner conductor is damaged (broken strands), the cables and damaged separators must be replaced and then the 1.a modifications applied (Requirements 1.b–1.d).\n\n- A separate instruction requires replacement of any damaged cables with the temporary-repair configuration described in Requirement 1.d (Requirement 2).\n\n- For aeroplanes that were already inspected or modified under earlier versions of the Bombardier Alert Service Bulletin (ASB), the AD requires inspection and, where necessary, replacement of the LH and RH pylon cable clamps with clamp P/N TA121010R14-04 (Requirement 3).\n\n- The AD refers operators to Bombardier ASB A601R-24-091 Revision B (14 Sept 2000) for the detailed accomplishment instructions and to Transport Canada AD CF-2000-17R1 for related measures.\n\n- The AD sets mandatory compliance deadlines: initial inspections within 60 days or 550 flight hours (whichever first); repairs and the protective installations required by 1.a–1.d before further flight (i.e. the aircraft may not be flown until those repairs/modifications are done); temporary-repair replacements by the next ‘C’ check or within 4,000 flight hours after repair; and clamp replacement within 60 days or 550 hours (Compliance).\n\n**Who this affects**\n\n- Aircraft operators/owners of Bombardier CL-600-2B19 series jets with serial numbers 7003–7269.\n- Maintenance organisations (in-house or third-party MROs) that perform the inspections, repairs and modifications per the Bombardier ASB.\n- Parts suppliers for the specified part numbers (conduits, clamps, Teflon strips, replacement cables/separators).\n- Regulators and safety inspectors responsible for monitoring AD compliance.\n\n**Why it matters (stated purpose and practical consequence)**\n\n- Stated safety reason (Background): Transport Canada received reports of IDG cable chafing against firewall separators; unchecked chafing can lead to in-flight loss of electrical power and/or compromise of the firewall separator (the component that helps limit fire/heat spreading).\n\n- Practically, the AD imposes immediate inspection and corrective actions to prevent electrical power loss and maintain firewall integrity. Because several required fixes must be completed “before further flight,” affected aircraft can be grounded until work is done.\n\n**Costs, incentives and trade-offs (practical implementation view)**\n\n- Who pays: aircraft operators pay for inspections, parts (specified P/Ns) and labour, and for any downtime while aircraft are grounded or undergoing ‘C’ checks.\n\n- Behavioural change required: operators must schedule and perform inspections within the stated windows, implement repairs/replacements per the ASB, and document compliance. Operators that delay inspection risk regulatory enforcement and safety exposure.\n\n- Parts and supplier effects: the AD mandates particular part numbers (for example clamp P/N TA121010R14-04 and conduit P/N S1244H-6). That concentrates demand on suppliers who provide those parts and can limit the ability to substitute aftermarket equivalents unless approved by the regulator or the ASB.\n\n- Impact on competition and MROs: independent maintenance providers can perform the work if they follow the Bombardier ASB, but mandated part numbers and reliance on OEM service instructions can increase operators’ dependence on OEM-approved parts and procedures.\n\n- Opportunity costs and productivity: aircraft downtime for inspection and repairs reduces available flight hours and may delay scheduled services; repairs done at a ‘C’ check may be lower marginal cost than unscheduled shop visits, so timing choices matter.\n\n- Implementation risk and compliance burden: operators must obtain and follow Bombardier ASB A601R-24-091 Revision B for the exact technical steps; incorrect parts, incorrect installation, or incomplete documentation could lead to further regulatory action. CASA enforces the AD (the instrument was issued by a CASA delegate).\n\n**Concrete trade-offs and substitution effects**\n\n- Operators can choose to carry out inspections immediately (within 60 days/550 hours) or incorporate some work into scheduled maintenance (e.g. some replacements by next ‘C’ check for temporary repairs), balancing upfront downtime against later scheduled maintenance.\n\n- Mandated use of specific P/Ns reduces freedom to substitute cheaper or non‑OEM parts unless formally accepted; that can increase parts cost but is intended to ensure a known fit/function to mitigate the identified unsafe condition (see Requirement 1.a and Requirement 3).\n\n**Where to find the technical detail**\n\n- The AD sets the legal requirements and timescales; the Bombardier ASB A601R-24-091 Revision B (14 Sept 2000) contains the specific inspection locations, repair methods, and installation steps that must be followed (Requirement references)."},"flash_summary_failed":{"failed":true,"reason":"Unauthenticated.
