Similar wire chafing has also been found on other airplanes. This AD is to detect and correct wire chafing, and inadequate separation of the wiring and hydraulic line, which could lead to electrical arcing and a hydraulic leak and could result in a potential source of ignition and consequent fire. |\n| ----------- | ---------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- |\n\n![](image.001.png) \nCharles Lenarcic \nDelegate of the Civil Aviation Safety Authority\n\n8 January 2008","sortOrder":0},{"sectionNumber":"AD/CESSNA 680/1","sectionType":"part","heading":"AD/CESSNA 680/1","content":"## AD/CESSNA 680/1","sortOrder":1},{"sectionNumber":"Wire Bundle Routing","sectionType":"part","heading":"Wire Bundle Routing","content":"## Wire Bundle Routing","sortOrder":2},{"sectionNumber":"3/2008 DM","sectionType":"part","heading":"3/2008 DM","content":"## 3/2008 DM","sortOrder":3}],"analysis":{"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":false,"description":"The directive remains tightly focused on a single technical issue: detecting and correcting wire chafing and inadequate separation between wiring and a hydraulic line in the aft fairing of specified Cessna 680 aircraft. The inspection must check that wiring is kept adequately separated from a hydraulic line, and look for chafing, heat damage, or damage to the hydraulic line. (See \"Applicability\" and \"Requirement\".)\n- If any defects are found, operators must carry out the corrective actions set out in Cessna Alert Service Letter (ASL) 680-24-02 dated 1 October 2007. Later revisions of that ASL are acceptable if the United States FAA approves them as an Alternate Method of Compliance (AMOC). (Requirement.)\n- The inspection is to be a \"general visual inspection\" as defined in the directive (a close visual check from touching distance using normal lighting; mirrors or removal of access panels may be needed). (Note 1 to Requirement.)\n- Timing: the inspection must be completed within 10 days after the directive takes effect; any corrective actions required must be completed before the aircraft is next flown. (Compliance.)\n- Applicability: serial numbers -0001 through -0152 inclusive, and -0157 and -0158 of Cessna Model 680 aircraft. (Applicability.)\n\n**Why the rule exists (the stated safety concern)**\n\n- The directive follows reports of a hydraulic leak and wire chafing (including heat damage) found in the lower tail cone fairing area on this model. Similar chafing has been observed on other aeroplanes. The stated safety aim is to detect and fix chafed wiring or inadequate separation to avoid electrical arcing, hydraulic leaks, and a possible ignition source that could lead to fire. (Background.)\n\n**Who this affects and who pays**\n\n- Affected parties: owners and operators of the specified Cessna 680 serial numbers, and their maintenance organisations. The requirement is an operational/maintenance obligation on those operators. (Applicability; Requirement.)\n- Direct costs: time for the inspection, any labour and parts to carry out corrective work per the ASL, and aircraft downtime while repairs are carried out. These are borne by the aircraft owner/operator and their maintenance provider. (Requirement; Compliance.)\n\n**Who decides and how compliance is judged**\n\n- The directive prescribes the inspection method and requires corrective work as set out in the manufacturer’s ASL. Later ASL revisions are acceptable only if the FAA approves them as an AMOC; that cross‑agency acceptance constrains acceptable remedies to those approved by the FAA or CASA. (Requirement.)\n- Compliance is judged by completion of the inspection within 10 days and by completing required repairs before further flight. The directive itself provides a definition of the inspection standard. (Compliance; Note 1.)\n\n**Practical effects, trade-offs and risks**\n\n- Behavioural change: operators must perform an early, one‑time inspection and fix any defects before flying again. If defects are found, aircraft may be grounded until repairs are completed, creating opportunity costs through downtime.\n- Compliance burden: the inspection is a basic visual check (low technical complexity) but corrective actions may vary in effort depending on damage found — ranging from simple re‑routing/securement to replacement of wiring or hydraulic components. (Requirement.)\n- Implementation dependency: the AD refers maintenance practices to the manufacturer’s ASL and to FAA approval for AMOCs. That cross‑reference reduces bespoke regulatory detail in the AD but requires operators and maintainers to consult the ASL and any FAA AMOC documentation. (Requirement.)\n- Market effects: the directive imposes a modest, concentrated cost on affected aircraft operators and maintenance providers (labour, parts, downtime). It does not create new market entrants, alter ownership rules, nor directly affect pricing or competition outside the maintenance market for these aircraft type-owners. It does constrain operators’ repair choices to actions in the ASL or FAA‑approved AMOCs. (Requirement; Applicability.)\n- Risk of unintended consequences: none apparent in the text beyond routine operational downtime and the potential for differing interpretations of what corrective work is required if the ASL is ambiguous. The AD’s acceptance of FAA‑approved AMOCs reduces risk of inconsistent remedies but shifts some decision-making to FAA/ASL documents. (Requirement.)\n\n**Summary statement**\n\nThis airworthiness directive imposes a prompt, mandatory visual inspection and requires corrective work (if needed) on specified Cessna 680 aeroplanes to eliminate chafing and inadequate separation between wiring and a hydraulic line in the lower tail cone area. The rule is narrow in scope, time‑limited in its immediate action (inspection within 10 days; repairs before further flight), and cross‑references manufacturer guidance and FAA approval for acceptable remedies.
