The part number identification placard refers to alternative air source selector valves, part number 2013142-18, that were manufactured between 20 November 2007 and 18 February 2008. The part number identification placard was installed on the valve body in a location that covers the port, which is the inlet for static air reference into the valve. The problem was discovered during a quality control check. |\n\n| | The FAA has advised that all parts held in stock at Cessna have been corrected and that Cessna has no way of verifying how many of these assemblies were manufactured and sent to the field with the part number identification placard installed over the alternate static air source selector valve port. The Civil Aviation Safety Authority (CASA) has no way of determining which aeroplanes have the remaining problem alternate static air source selector valve assemblies installed without having all of the affected aeroplanes and spares stock inspected. |\n| --- | ---------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- |\n| | This condition, if not corrected, could result in the altimeter, airspeed and vertical speed indicators displaying erroneous indications. (Note: P/N 2013142-18 replaced earlier P/Ns 2013142-9, -13 and -17.)\n- Requires operators to either:\n - Inspect the valve itself following the step-by-step inspection in Requirement 3, or\n - Inspect maintenance records to confirm whether a P/N 2013142-18 valve was installed since 19 November 2007; if no such installation is recorded, no further action is required (Requirement 1.b). CASA permits an operator holding at least a private pilot licence to make and certify this records check (Note 2).\n- If a P/N 2013142-18 valve is present, Requirement 3 prescribes a visual inspection procedure: move pilot and copilot seats fully aft, use a flashlight and mirror to confirm the forward port of the valve is visible and not covered by the manufacturer’s part number identification placard.\n- If the placard is found obstructing the port, the placard must be removed and discarded and the port verified open (Requirement 4).\n- Any P/N 2013142-18 valve installed (as a modification or replacement) on or after the directive’s effective date must be inspected per Requirement 3 prior to installation (Requirement 5).\n- Compliance timing: for the inspections in Requirements 1–3, inspections must be completed before further flight after the directive’s effective date; removal of an obstructing placard must be completed before further flight after that inspection; new/installed parts must be inspected prior to installation.\n\n**Why the rule exists (stated reason and mechanical hazard):**\n\n- The FAA discovered some P/N 2013142-18 valves manufactured between 20 November 2007 and 18 February 2008 had the part number placard installed in a location that covered the valve’s static-port inlet. A placard covering the port can block the static air source, leading to incorrect altimeter, airspeed and vertical speed indications. Incorrect instrument indications can cause pilot reaction to wrong information and may result in loss of control. CASA adopted the FAA advisory action and issued this Directive to ensure affected valves and installed parts do not have the placard blocking the port (Background).\n\n**Who this affects and who pays:**\n\n- Affected parties: Owners and operators of the specified Cessna 210 models that might have had P/N 2013142-18 installed after 19 November 2007; maintenance organisations that install or service these valves; and parts-holders (spare parts holdings).\n- Costs: Mostly one-off compliance costs — time to check maintenance records or perform the visual inspection (Requirement 1 and 3) and, if needed, remove and dispose of a placard (Requirement 4). If the issue is found, there is a small maintenance action (removal of placard and verification). Operators bear these costs. CASA’s permission for a private‑pilot‑licensed operator to certify the records inspection (Note 2) reduces the need to engage a certificated maintenance engineer for that records check, lowering immediate labour cost for some operators.\n\n**How behaviour changes (incentives and operational effects):**\n\n- Operators will inspect maintenance records and physically inspect any installed P/N 2013142-18 valves before flight until the check is complete (Requirements 1–3).\n- Maintenance organisations must inspect any P/N 2013142-18 valve prior to installing it (Requirement 5), creating an installation checkpoint in supply and maintenance workflows.\n- Parts-holders will need to check inventory of P/N 2013142-18 valves to ensure placards are not obstructing ports before issuing parts for installation.\n\n**Implementation, risk and compliance issues:**\n\n- Accessibility and inspection: The inspection requires moving seats aft and using a mirror and flashlight to see the forward port (Requirement 3). Tight cockpit geometry or poor lighting may make inspection awkward, increasing time required or requiring a maintenance bench inspection.\n- Record accuracy: Reliance on maintenance records to avoid physical inspection (Requirement 1.b) assumes accurate, complete records. CASA allows a private pilot to certify this check (Note 2), which lowers cost but relies on the pilot’s ability to read and interpret records.\n- Inventory and traceability: Cessna reported corrected stock at factory but could not verify how many assemblies left with the placard wrongly located. Operators and maintenance organisations must therefore check both installed valves and spares.\n- Operational impact: If an obstructing placard is found, aircraft must be grounded until corrected (Requirement 4 — “before further flight”), which could cause short-term disruption.\n\n**Trade-offs and concentration of effects:**\n\n- The directive imposes a low-to-moderate, one-time compliance burden on many aircraft/operators in order to remove a specific mechanical hazard that could cause severe flight-safety consequences. The safety benefit accrues broadly to pilots and passengers; the compliance cost is concentrated on individual aircraft owners/operators and parts-holders who must perform the checks and any corrective action (Requirements 1–5).\n\n**Relevant technical cross-references in the Directive:**\n\n- Requirement 1: records check or valve inspection (with Note 2 permitting private pilot certification of the records check).\n- Requirement 3: step-by-step inspection method (seats aft, flashlight/mirror, verify port not covered).\n- Requirement 4: removal and discard of obstructing placard and verification before further flight.\n- Requirement 5: inspection of P/N 2013142-18 prior to installation.\n- Background references FAA AD 2008-10-02.\n\n(Sections cited above refer to the numbered Requirements and Notes in the Directive.)"},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
