The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.\n\nCessna 207 Series Aeroplanes\n\nAD/CESSNA 207/36\n\nAmdt 1\n\n \nBrackett Engine Air Filters 5/2003\n\nApplicability: Cessna T207 series aircraft incorporating a Brackett Aero Filters Inc. engine air inlet filter Part Number (P/N) BA-2410.\n\nNote 1: Brackett air filters are an approved alternative to the original Cessna air filter. This Directive is only applicable to aircraft that have had the original Cessna air filter replaced by a Brackett air filter.\n\nRequirement: Inspect the engine air filter element for correct installation. If the filter has only one grill screen, install an additional grill screen P/N 2404-00.\n\nNote 2: The BA-2410 filter element was revised in 1993 to have a screen on both faces of the filter.\n\nNote 3: FAA AD 2002-26-03 refers.\n\nCompliance: Effective 15 May 2003; unless previously accomplished; at next access to the engine air filter or next scheduled aircraft periodic inspection, whichever occurs first.\n\nThis amendment becomes effective on 15 May 2003.\n\nBackground: This Directive was originally issued to require an inspection of Brackett engine air inlet filters to ensure the filter has been installed correctly. The requirement reflects the NTSB investigation of a fatal Cessna T210 accident disclosed the single grill screen had been installed incorrectly allowing the filter element to be ingested. This amendment requires a second screen to be installed on all applicable Brackett air filter installations.\n\nThe original issue of this Airworthiness Directive became effective on 11 July 2002.\n\n![](image.002.jpeg) \n\nJames Coyne\n\n![](image.001.png) \nDelegate of the Civil Aviation Safety Authority 3 April 2003\n\nThe above AD is notified in the Commonwealth of Australia Gazette on 23 April 2003.\n\n \nPage 1 of 1","sortOrder":0}],"analysis":{"flash_summary":{"complexity_score":2,"scope_assessment":{"changed":true,"description":"This amendment expanded the scope of the original AD. (Applicability)\n- It requires inspection of the Brackett engine air filter element to check that it has been installed correctly. If the filter has only a single protective grille (screen), the AD mandates installation of a second grille, part number 2404-00. (Requirement)\n- The compliance window is immediate at the next access to the engine air filter or at the next scheduled periodic aircraft inspection, whichever comes first; it was effective 15 May 2003. (Compliance)\n\nWho is affected\n\n- Aircraft owners and operators of Cessna T207 series aircraft that have a Brackett BA-2410 engine air inlet filter installed instead of the original Cessna filter. (Applicability)\n- Maintenance organisations, mechanics and approved persons responsible for engine inspections and airframe maintenance, because they must inspect and, where necessary, fit the extra grille. (Requirement)\n\nWhy it matters (stated purpose and implications)\n\n- The stated reason is safety: investigators concluded that a single grille had been installed incorrectly on a Brackett filter in a previous accident investigation, allowing the filter element to be ingested by the engine. The AD therefore requires either verification of correct installation or retrofitting a second grille to prevent ingestion. (Background)\n\nPractical effects, costs and incentives\n\n- Who pays: the aircraft owner/operator bears the direct cost of inspection and, if required, parts and fitment of the additional grille (Requirement; Compliance).\n- Who decides: the AD is mandatory; the CASA delegate requires the action and maintenance personnel must carry it out when the engine filter is next accessed or at the next scheduled inspection (Compliance).\n- Behaviour change required: maintenance procedures must include checking filter installation and fitting a second grille where only one is present. Operators may change maintenance checklists to capture this AD on next access/inspection. (Requirement)\n- Implementation risk and compliance burden: the physical work is minor (inspection and fitting a small grille part), but compliance relies on routine access to the filter or operators scheduling the work at the next inspection. If an operator rarely accesses the filter, the AD forces them to schedule an earlier inspection or interim access, which could create small operational disruption. (Compliance)\n- Effects on private enterprise and markets: the AD increases demand for the specified grille part (P/N 2404-00) and for maintenance labour; incumbent parts suppliers or maintenance providers will capture that demand. Independent maintenance providers can perform the work; no restriction on who supplies the part or fits it is specified. (Requirement)\n- Trade-offs and opportunity costs: the AD trades a small, one-off maintenance cost and possible minor downtime for reduced risk of filter ingestion and potential engine damage or failure. There is no compensation mechanism in the AD.\n\nCross-references and background\n\n- The AD notes that Brackett revised the BA-2410 design in 1993 to include screens on both faces of the filter element, implying newer parts may already have the second screen. (Note 2)\n- The AD refers to a related FAA airworthiness directive (FAA AD 2002-26-03) for context. (Note 3)\n\nSummary statement\n\n- Mechanically, this AD obliges inspection of Brackett BA-2410 engine air filters on affected Cessna T207s and requires installation of a second grille where only one is fitted, to reduce the risk of the filter element being ingested by the engine. The direct costs fall on aircraft owners/operators and maintenance providers; the expected operational impact is small but immediate when the filter is next accessed or at the next scheduled inspection.
