The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.\n\nCessna 207 Series Aeroplanes\n\nAD/CESSNA 207/35 Horizontal Stabiliser Attachment\n\nBrackets\n\n \n7/2002\n\nApplicability: Model Serial Numbers\n\n207 and T207 20700001 through 20700362\n\n207A and T207A 20700363 through 20700788\n\nRequirement: 1. Check the maintenance records, and determine whether a horizontal stabiliser attachment reinforcement bracket (bracket) part number (P/N) 1232624-1 is installed that was shipped by Cessna from 27 February 1998 through 17 March 2000. If the installed brackets were not shipped by Cessna between 27 February 1998 and 17 March 2000, no further action is required by this Directive.\n\n 2. If the above check reveals that affected P/N 1232624-1 brackets are installed, visually inspect the left and right brackets for existence of seam welds along both the lower inboard and outboard wall/flange.\n\n 3. If no seam weld is found on the left or right bracket during the Requirement 2 inspection, before further flight, replace with a new or serviceable P/N 1232624- 1 bracket. If the left and right brackets have seam welds along both the lower inboard and outboard wall/flange, no further action is required.\n\nNote: FAA AD 2002-07-01 Amdt 39-12695 refers.\n\nCompliance: Within 50 hours time in service after 11 July 2002, unless already accomplished.\n\nThis Airworthiness Directive becomes effective on 11 July 2002.\n\nCessna 207 Series Aeroplanes\n\nAD/CESSNA 207/35 (Continued)\n\nBackground: The FAA received a report that certain horizontal stabiliser attachment reinforcement brackets were manufactured without seam welds. This Directive specifies actions to detect and replace structurally deficient attachment brackets. Continued use of such brackets could result in structural failure of the horizontal stabiliser.\n\n![](image.002.jpeg) \n\nDavid Alan Villiers\n\nDelegate of the Civil Aviation Safety Authority 28 May 2002\n\n![](image.001.png)The above AD is notified in the Commonwealth of Australia Gazette on 19 June 2002.","sortOrder":0}],"analysis":{"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":false,"description":"The AD's scope matches its stated purpose in the instrument: identify P/N 1232624-1 brackets shipped by Cessna between 27 Feb 1998 and 17 Mar 2000 on the listed Cessna 207/T207 serial-numbered aircraft, require inspection for seam welds, and mandate replacement where welds are absent (Applicability; Requirement 1–3; Compliance)."},"complexity_factors":["Technical specificity: single part number and a small, observable defect (seam weld presence) (Requirement 2–3).","Applicability narrow but precise: limited to Cessna 207/T207 models within specified serial-number ranges (Applicability).","Administrative burden: requires checking maintenance records to confirm brackets were shipped by Cessna in the stated date window (Requirement 1).","Time pressure: fixed compliance window of 50 hours time in service from the effective date creates urgency (Compliance).","Operational impact: replacement 'before further flight' for non-compliant brackets can ground an aircraft until a serviceable part is fitted (Requirement 3).","Inspection judgement: visual inspection for 'existence of seam welds' may require maintenance competence and could produce borderline findings (Requirement 2).","Regulatory linkage: references FAA AD for background and conformity, which may affect interpretation or maintenance practice (Note)."],"plain_english_summary":"This Airworthiness Directive requires operators of certain Cessna 207/T207 aeroplanes to check if horizontal stabiliser reinforcement brackets P/N 1232624-1 (shipped by Cessna 27 Feb 1998–17 Mar 2000) are fitted; if so, visually inspect left and right brackets for seam welds and replace any bracket missing the welds before further flight.
