Owners/operators must choose one of three remedies:\n - Reconnect the cigar-lighter wire to the electrical bus using a circuit protection device (circuit breaker/fuse) that is correctly rated for the wire gauge; or\n - Disconnect the wire at the lighter receptacle and remove that wire from the aeroplane; or\n - Insulate the disconnected end, fold it back into the wire bundle it runs with, and secure it to that bundle.\n- Gives a compliance window: do the work at the next annual inspection, or no later than 100 hours time-in-service or 12 months after the AD’s effective date, whichever happens first (Compliance). The AD’s effective date is 20 March 2003.\n- Cross-references FAA AD 79-08-03 and FAA Advisory Circular 43.13-1B Chapter 11 for guidance on acceptable methods and how to size/protect the circuit (Notes).\n\n**Who this affects**\n\n- Owners, operators and maintainers of the specified Cessna 205/205A aeroplanes (serial number range above).\n- Maintenance organisations and licensed aircraft mechanics who perform the annual inspection or the required corrective action.\n\n**Why it matters (safety and operational mechanics)**\n\n- The instruction is corrective: it addresses an unsafe condition related to the cigar lighter wiring being unprotected or improperly installed, which can cause electrical overloads, short circuits or fires. The AD’s stated purpose (in the background) is to eliminate that unsafe condition by either providing correct circuit protection, removing the circuit, or ensuring the wire cannot cause shorts or arcing when left in place.\n\n**Costs, incentives and trade-offs (practical effects)**\n\n- Who pays: the aircraft owner/operator pays for parts (e.g. circuit breaker or fuse) and labour to carry out the chosen repair during inspection.\n- Choices and incentives: reconnecting the circuit with proper protection preserves the cigar lighter’s functionality but increases parts and labour cost; removing the wire eliminates future maintenance and risk but removes a passenger convenience; insulating and stowing the wire is usually cheapest in the short term but requires careful installation to avoid future chafing or re-connection (risk if done poorly).\n- Compliance burden: work is typically doable during the annual inspection by a licensed mechanic. The AD points to FAA guidance for selecting the correctly rated protection device, which reduces technical uncertainty but requires the mechanic to consult the advisory material (Note 2).\n- Competition and market effects: minimal — independent maintenance providers can perform the work. The requirement does not favour particular suppliers or providers; it does require compliance with recognized technical guidance.\n- Implementation risks and failure modes: incorrect identification of the cigar lighter wiring, use of an improperly rated protection device, or poor insulation/strapping of a stowed wire could leave the unsafe condition uncorrected. Proper documentation in the aircraft logbooks is required to demonstrate compliance.\n\n**Mechanics of decision and enforcement**\n\n- The CASA delegate issued the AD; the operator or maintenance organisation decides which of the three corrective options to apply. Compliance is enforced through the normal airworthiness inspection and continuing airworthiness regime: the corrective action must be recorded and demonstrated at the applicable inspection or before flying beyond the compliance window.\n\n**Relevant text pointers (to check during maintenance)**\n\n- Applicability: serial numbers 205-0320 through 205-0577.\n- Requirement: three alternative corrective actions (reconnect with protection; remove wire; insulate and secure).\n- Compliance: next annual or 100 hours or 12 months after effective date, whichever first.\n- Notes: references to FAA AD 79-08-03 and FAA AC 43.13-1B Chapter 11 for sizing/protection guidance.\n\n(End of summary)"},"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"This AD maintains its original narrow scope: addressing a specific wiring safety defect in specific Cessna aircraft.
