The area to be inspected includes the upper part of the “I” section shank, the hollow crossbar and the brake pedal attachment lugs. Particular attention must be paid to the fillet radii and holes.\n\nCompliance: 1. Initially inspect before the issue of the next maintenance release after 31 October 1987. Re-inspect at intervals not to exceed 12 months.\n\n2. Inspect before flight if the aircraft has been parked for more than 3 months with the rudder pedals locked.\n\nNote: The Maintenance Manual prohibits towing with the rudder pedals locked. This practice may also cause premature cracking.\n\nBackground: A review of cracked rudder pedals suggests that the primary cause of cracking is wind loads when the aircraft is parked on the ground with the rudder pedals locked, normal operating loads being a secondary factor. The inspection interval is now based on calendar time, special provision is made for aircraft parked in the open for long periods and a warning has been added about correct towing practice.","sortOrder":0}],"analysis":{"kimi_summary":{"_metrics":{"model":"kimi-k2.5","source":"moonshot-batch","completionTokens":2120},"content_quality":"ok","complexity_score":3,"scope_assessment":{"changed":true,"description":"This amendment has shifted the regulatory approach from flight-hour-based intervals to calendar time, added specific pre-flight inspection requirements for long-term parked aircraft, and expanded the scope to address environmental damage causes (wind loading while parked) rather than solely operational fatigue."},"complexity_factors":["Technical aviation terminology and specific manufacturer part numbers (P/N 50-524326)","Mandatory reference to external technical standard (CAO 108.10) without reproducing the inspection procedure","Triple-layer compliance structure combining historical deadline, recurring 12-month interval, and conditional pre-flight trigger","Engineering precision in describing inspection zones (fillet radii, I-section shank, hollow crossbar)"],"plain_english_summary":"This rule applies to Beechcraft 65 and 70 (Queen Air) aircraft with rudder pedal arms P/N 50-524326 and requires fluorescent dye-penetrant inspection for cracks in the upper arm, hollow crossbar and brake-pedal lugs.
