The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.\n\n \n\nBoeing 767 Series Aeroplanes\n\n \n\n# AD/B767/154 In-Flight Entertainment System FAA STC ST00157SE\n\n\n10/2001\n\n \n\n \n\nApplicability: Model 767-300 series aeroplanes modified by United States Federal Aviation Administration (FAA) Supplemental Type Certificate (STC) ST00157SE.\n\n \n\nRequirement: 1. Modify the electrical circuits that supply power to the in-flight entertainment (IFE) system in accordance with JAMCO America Service Bulletin (SB) 767-25- M019 dated 30 August 2000.\n\n \n\n2. IFE may not be installed on any aeroplane in accordance with STC ST00157SE unless it is modified in accordance with JAMCO SB 767-25-M019.\n\n \n\nNote: FAA AD 2001-16-18 Amdt 39-12387 refers.\n\n \n\nCompliance: For Requirement 1 - Within 18 months after the effective date of this Directive.\n\n \n\nFor Requirement 2 - As of the effective date of this Directive.\n\n \n\nThis Airworthiness Directive becomes effective on 4 October 2001.\n\n \n\nBackground: This Directive requires modification of the electrical circuits that supply power to IFE systems installed by STC ST00157SE. This action is required to ensure that, when necessary, the flight crew is able to remove power from the IFE system. Inability to remove power from the IFE system during a non-normal or emergency situation could result in inability to control smoke or fumes in the airplane flight deck or cabin.\n\n![Signature of Eugene Paul Holzapfel, Delegate of the Civil Aviation Safety Authority.](image.002.png) \n\n\n \n\n \n\nEugene Paul Holzapfel\n\nDelegate of the Civil Aviation Safety Authority 23 August 2001\n\n \n\n \n\n \n\n![](image.001.png) \n\n\nThe above AD is notified in the Commonwealth of Australia Gazette on 12 September 2001.\n\n \n\n \n\n\nPage 1 of 1\n","sortOrder":0}],"analysis":{"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":false,"description":"The AD remains narrowly focused on correcting an identified electrical/operational safety issue for IFE installations under STC ST00157SE (ensuring crew can remove IFE power). The AD says that inability to remove power could hamper control of smoke or fumes in the flight deck or cabin.\n\n**Who this affects and who pays**\n\n- Primary affected parties: owners/operators of Boeing 767-300 aeroplanes with IFE installed under STC ST00157SE, maintenance, repair and overhaul (MRO) organisations performing the modification, and the STC holder/vendor who supplied the IFE.\n- Who pays: operators or the aircraft owner normally bear the direct costs (parts, labour, aircraft downtime) to comply with the required circuit modification. MROs may charge for the work under existing maintenance contracts.\n\n**How it changes behaviour and choices**\n\n- Operators must schedule and fund the electrical modification within 18 months or face regulatory non-compliance. This creates demand for the JAMCO-specified modification work.\n- Future installations under the same STC are blocked unless the STC installation is modified per the service bulletin, which may push operators toward alternative IFE solutions or vendors if they prefer not to adopt the modification.\n\n**Implementation, compliance and enforcement mechanics**\n\n- The AD references a specific manufacturer service bulletin as the method of compliance; MROs will follow that document’s procedures and paperwork.\n- CASA enforces compliance under civil aviation safety regulations; operators will be subject to oversight and possible enforcement for non-compliance.\n\n**Costs, incentives and trade-offs (practical test of the official purpose)**\n\n- Intended benefit: restore or ensure the flight crew’s ability to remove electrical power to the IFE system, reducing the risk that a powered IFE could hinder smoke/fume control.\n- Direct costs: parts, labour and aircraft out-of-service time to carry out the modification; these are borne by the operators. The AD does not quantify costs.\n- Incentives and substitution: operators weighing costs may (a) schedule the work with existing MROs, (b) seek alternative IFE retrofit solutions/STCs, or (c) retire or redeploy affected equipment if modification is uneconomic.\n- Concentrated benefits vs diffuse costs: the safety benefit (ability to isolate IFE power) is broadly diffused across crew and passengers; the compliance cost is concentrated on affected aircraft owners/operators. The document does not indicate compensation or cost-sharing mechanisms.\n- Implementation risk and compliance burden: risk is limited to correct execution of the service bulletin and associated paperwork. Incorrect modification could leave the unsafe condition unresolved; conversely, incorrect implementation might create new electrical issues if not performed per the SB.\n\n**Regulatory discretion and references**\n\n- The AD relies on the FAA STC and a JAMCO service bulletin as the compliance method and cross-references FAA AD 2001-16-18. The CASA delegate mandated the requirement as the corrective action judged necessary (see Requirement and Background).\n\n**Net effect in plain terms**\n\n- If you operate a 767-300 with the IFE installed under STC ST00157SE, you must have the IFE power circuits modified as specified by JAMCO within 18 months, and you cannot install that IFE under the STC unless the modification is applied. This is to ensure flight crew can remove power to the IFE to help manage smoke or fumes.\n"},"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"This is a standard airworthiness directive with a tightly scoped, single-purpose safety fix.
