The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.\n\n![](image.001.png)\n\n \n\nBoeing 767 Series Aeroplanes\n\n \n\n# AD/B767/153  In-Flight Entertainment System FAA STC SA5765NM & SA5978NM\n\n\n10/2001\n\n \n\nApplicability: Model 767-300 series aeroplanes modified by United States Federal Aviation Administration (FAA) Supplemental Type Certificate (STC) SA5765NM or SA5978NM.\n\n \n\nRequirement: 1. Accomplish either of the following:\n\n \n\n1. Remove the in-flight entertainment (IFE) system installed by STC SA5765NM or STC SA5978NM by a method approved by CASA, or a person authorised by CASA to approve modifications.\n\n\n \n\nb.        Modify the IFE system installed by STC SA5765NM or STC SA5978NM to provide the flight crew or cabin crew with a means of removing electrical power from the IFE system equipment and wiring during a non-normal or emergency situation involving smoke or fire on the flight deck or in the passenger cabin. Do this modification by a method approved by CASA, or a person authorised by CASA to approve modifications.\n\n \n\nNote 1: Depending on the method of modification, as part of Requirement 1.b., it may be necessary to revise Aircraft Flight Manual (AFM) and cabin crew procedures to provide the airplane crew with information regarding the use of the power switch or other controls installed during the modification. Such revision to the AFM and cabin crew procedures, if necessary, is considered part of the modification and must be approved by CASA, or a person authorised by CASA to approve the amendment.\n\n \n\n2. IFE may not be installed on any aeroplane in accordance with STC SA5765NM or SA5978NM unless it is modified in accordance Requirement 1.b.\n\n \n\nNote 2: FAA AD 2001-16-17 Amdt 39-12386 refers.\n\n \n\nCompliance: For Requirement 1 - Within 18 months after the effective date of this Directive.\n\n \n\nFor Requirement 2 - As of the effective date of this Directive.\n\n \n\nThis Airworthiness Directive becomes effective on 4 October 2001.\n\n \n\nBoeing 767 Series Aeroplanes\n\n \n\nAD/B767/153 (Continued)\n\n \n\nBackground:  This Directive requires the removal or modification of IFE systems installed by STC SA5765NM or SA5978NM. This action is required to ensure that, when necessary, the flight crew is able to remove power from the IFE system. Inability to remove power from the IFE system during a non-normal or emergency situation could result in inability to control smoke or fumes in the airplane flight deck or cabin.\n\n![Signature of Eugene Paul Holzapfel, Delegate of the Civil Aviation Safety Authority.](image.002.png)  \n\n\n \n\nEugene Paul Holzapfel\n\nDelegate of the Civil Aviation Safety Authority 23 August 2001\n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n![](image.001.png)  \n\n\nThe above AD is notified in the Commonwealth of Australia Gazette on 12 September 2001.\n","sortOrder":0}],"analysis":{"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available. They must schedule and pay for either the removal or modification.\n- Maintenance organisations and modification providers who must perform work under CASA approval and, if necessary, change AFM and cabin crew procedures.\n- STC holders and aftermarket installers: their product (the unmodified STC installation) is restricted unless modified to provide an electrical power‑isolation means.\n\n**Why it matters (safety mechanism and operational effects)**\n\n- The Directive's stated safety objective is to ensure the flight or cabin crew can remove electrical power from the IFE system if there is smoke or fire, so that smoke/fume control measures can be effective (Background).\n- Mechanically, the AD forces either removal of the IFE or an alteration that installs a crew‑accessible power‑cut device and, if needed, corresponding changes to manuals and procedures (Requirement 1.b; Note 1).\n\n**Who pays, who decides, and how behaviour changes**\n\n- Who pays: aircraft owners/operators pay for removal, modification, testing, approval, and any AFM/procedure amendments (Requirement 1, Note 1, Compliance).\n- Who decides: CASA (or a CASA‑authorised person) must approve the chosen method of removal or modification and any AFM/cabin procedure amendments (Requirement 1, Note 1).\n- Behaviour change: operators must either remove the IFE or retrofit it with a crew‑accessible power disconnection; they must update operational documentation where needed. New STC‑based installations are blocked unless modified to comply (Requirement 2).\n\n**Costs, incentives and trade‑offs**\n\n- Direct costs: physical modification or removal, certification/approval costs, downtime for aircraft out of service, and possible passenger service degradation if IFE is removed.\n- Incentives: operators balance safety compliance costs against passenger amenity value and commercial considerations. There will be demand for approved modification services from maintenance organisations.\n- Opportunity cost: resources spent on modification/removal could have gone to other maintenance or upgrades.\n- Implementation risk and compliance burden: approval required from CASA or authorised persons introduces administrative and potential scheduling delays; AFM/procedure amendments must be approved if needed, adding paperwork and training obligations (Note 1).\n- Effects on private choice and competition: aftermarket modification providers who secure CASA approval can compete to supply the approved modification work; operators choosing removal may seek alternative passenger entertainment options (e.g., removable/portable systems), subject to regulatory interpretation about what counts as an STC installation (Requirement 2).\n\n**Concrete mechanisms that could produce unintended consequences**\n\n- If approval pathways are slow or costly, operators may delay compliance to the maximum allowed time, concentrating workload near the 18‑month deadline (Compliance).\n- If AFM and cabin procedure amendments are required in many cases, there will be training and administrative costs that vary by operator size (Note 1).\n- The prohibition on installing the IFE under these STCs unless modified (Requirement 2) shifts demand to either modified STC installations or alternative systems, changing the market for aftermarket IFE services.\n\n**Source statements and testing of claims**\n\n- The AD states the safety rationale (ensure ability to remove IFE power to control smoke/fumes) in the Background. The mechanical requirements and approval routes are explicit in Requirement 1, Note 1, Requirement 2 and Compliance. The AD cross‑references FAA AD 2001‑16‑17 for related technical detail (Note 2)."}},"importantCases":[],"_links":{"self":"/api/acts/ad-b767-153-in-flight-entertainment-system-faa-stc-sa5765nm-sa5978nm","history":"/api/acts/ad-b767-153-in-flight-entertainment-system-faa-stc-sa5765nm-sa5978nm/history","analysis":"/api/acts/ad-b767-153-in-flight-entertainment-system-faa-stc-sa5765nm-sa5978nm/analysis","conflicts":"/api/acts/ad-b767-153-in-flight-entertainment-system-faa-stc-sa5765nm-sa5978nm/conflicts","importantCases":"/api/acts/ad-b767-153-in-flight-entertainment-system-faa-stc-sa5765nm-sa5978nm/important-cases","documents":"/api/acts/ad-b767-153-in-flight-entertainment-system-faa-stc-sa5765nm-sa5978nm/documents"}}
