The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.\n\n \n\n# AD/B767/148 In-Flight Entertainment System FAA STC ST00118SE\n\n\n9/2001\n\n \n\nApplicability: Model 767-300 series aeroplanes modified by United States Federal Aviation Administration (FAA) Supplemental Type Certificate (STC) ST00118SE.\n\n \n\nRequirement: 1. Accomplish the following:\n\n \n\n1. Modify the in-flight entertainment (IFE) system installed on the aeroplane in accordance with Matsushita Avionics Systems Corporation Service Bulletin S2GFAB767-23-1 dated 7 February 2001.\n\n\n \n\nb.    Revise the procedures under “Electrical Smoke or Fire” in the “Emergency Procedures” section of the Aircraft Flight Manual (AFM) to include the following information. This may be accomplished by inserting a copy of this Directive into the AFM.\n\n \n\nIf Smoke Source Cannot Be Located:\n\n \n\nUtility bus switches--Off\n\n \n\nEstablish communications with cabin crew.\n\n \n\nInstruct cabin crew to place in-flight entertainment (IFE) system Master Power Switch in “OFF” position.\n\n \n\nObtain confirmation from cabin crew that electrical power to the IFE system has been removed.''\n\n \n\n2. IFE systems may not be installed on any aeroplane in accordance with STC ST00118SE, unless it is modified and the AFM is revised in accordance with this Directive.\n\n \n\nNote: FAA AD 2001-14-04 Amdt 39-12314 refers.\n\n \n\nCompliance: For Requirement 1 - Within 18 months after the effective date of this Directive.\n\n \n\nFor Requirement 2 - As of the effective date of this Directive.\n\n \n\nThis Airworthiness Directive becomes effective on 6 September 2001.\n\nCOMMONWEALTH OF AUSTRALIA (Civil Aviation Regulations 1998), PART 39 - 105 CIVIL AVIATION SAFETY AUTHORITY\n\nSCHEDULE OF AIRWORTHINESS DIRECTIVES\n\n \n\n \n\n \n\nBackground:  This Directive requires the modification of the IFE system installed by STC ST00118SE and the revision of the AFM. This action is required to ensure that, when necessary, the flight crew is able to remove electrical power from the IFE system and is advised of appropriate procedures for such action. Inability to remove power from the IFE system during a non-normal or emergency situation could result in inability to control smoke or fumes in the airplane flight deck or cabin.\n\n![Signature of James Coyne, Delegate of the Civil Aviation Safety Authority.](image.003.png) \n\n\n \n\nJames Coyne\n\nDelegate of the Civil Aviation Safety Authority 23 July 2001\n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n![](image.002.png) \n\n\nThe above AD is notified in the Commonwealth of Australia Gazette on 15 August 2001.\n","sortOrder":0}],"analysis":{"flash_summary":{"complexity_score":2,"scope_assessment":{"changed":false,"description":"The Directive remains narrowly targeted to correcting a single safety issue: ensuring the IFE installed under STC ST00118SE can be powered off and that AFM procedures instruct cabin crew to do so. (Requirement 1 and 2.)\n\n- Prevents any IFE system installed under STC ST00118SE from remaining installed, or being newly installed, unless the modification and AFM changes required by this directive have been done. (Requirement 2; Compliance.)\n\n**Who it affects**\n\n- Aircraft owners and operators of Model 767‑300 aeroplanes that have the IFE installed under FAA STC ST00118SE.\n\n- Maintenance organisations and technicians who carry out the mandated modification (they must follow the Matsushita Avionics Systems Service Bulletin S2GFAB767‑23‑1 dated 7 February 2001).\n\n- Flight and cabin crew, because the AFM emergency procedures are changed and cabin crew must act to remove IFE power when instructed.\n\n**What must be done, mechanically**\n\n- Modify the IFE system in accordance with Matsushita Service Bulletin S2GFAB767‑23‑1 dated 7 February 2001. (Requirement 1a.)\n\n- Amend the AFM emergency procedure titled “Electrical Smoke or Fire” so it includes a step directing cabin crew to switch the IFE Master Power to OFF and to confirm to the flight crew that power to the IFE has been removed. The Directive may be inserted into the AFM to meet this requirement. (Requirement 1b.)\n\n- Compliance deadline: the modification and AFM revision must be done within 18 months after the Directive’s effective date; the prohibition on installing unmodified STC units is immediate. (Compliance.)\n\n**Why the regulator says it matters**\n\n- The stated purpose is to ensure flight crew can remove electrical power from the IFE system during a non‑normal or emergency situation so smoke or fumes can be controlled in the flight deck or cabin. The background section links inability to remove IFE power to a risk of uncontrolled smoke or fumes. (Background.)\n\n**Who pays and who decides**\n\n- Aircraft owners/operators pay for the modification, associated maintenance labour, and AFM revisions. Maintenance providers perform the work following the cited service bulletin. The regulator (CASA delegate) set the requirement by issuing this Airworthiness Directive. (Requirement; Compliance; Signature.)\n\n**Practical incentives, trade‑offs and implementation risks**\n\n- Incentives and behaviour: Operators have an incentive to complete the modification within 18 months to remain compliant and to avoid grounding or operational restrictions. Cabin crew procedures change to include turning off and confirming IFE power removal when instructed.\n\n- Cost trade‑off: The immediate cost is the retrofit/modification and administrative effort to revise AFMs and train crew on the new procedure. The benefit is reduced risk of an IFE‑related electrical source continuing to energise during a smoke or fire event.\n\n- Substitution effects: Some operators might choose to remove the STC‑installed IFE entirely rather than incur retrofit cost, or they may seek alternative IFE configurations not covered by STC ST00118SE.\n\n- Implementation risk: Compliance depends on maintenance availability and correct incorporation of the service bulletin; incorrect modification or incomplete AFM changes could leave the safety gap open. The AD allows insertion of the Directive into the AFM as a practical method to update procedures, which reduces the administrative burden but relies on operators to make that insertion correctly.\n\n- Compliance burden: Moderate and concentrated—affects only 767‑300s with that specific STC rather than the broader fleet.\n\n**Cross‑references and reliance on external materials**\n\n- The Directive mandates compliance with an external manufacturer service bulletin (Matsushita S2GFAB767‑23‑1) and references an FAA AD (FAA AD 2001‑14‑04). Operators must obtain and follow those documents to meet the AD.\n\n**Net effect**\n\n- Mechanically: retrofit the IFE and change AFM emergency steps so flight crew can ensure IFE power is removed during smoke/fire events. Who bears cost: aircraft operators. Who changes behaviour: maintenance organisations (do the retrofit) and cabin/flight crew (follow new procedure). The regulatory action is targeted to a specific STC installation and does not expand requirements beyond addressing the single safety concern described.
