Such fatigue cracking, unless detected and corrected, could propagate and cause damage to the adjacent horizontal stabiliser pivot bulkhead. This damage could result in loss of structural integrity and consequent inability of the bulkhead to carry flight loads. |\n\n![](image.001.png) \nDavid Villiers \nDelegate of the Civil Aviation Safety Authority\n\n12 August 2009","sortOrder":0},{"sectionNumber":"AD/B747/395","sectionType":"part","heading":"AD/B747/395","content":"## AD/B747/395","sortOrder":1},{"sectionNumber":"Fuselage Stringer 11 Longeronbetween Sta","sectionType":"part","heading":"Fuselage Stringer 11 Longeronbetween Station 2598 to 2607","content":"## Fuselage Stringer 11 Longeron \nbetween Station 2598 to 2607","sortOrder":2},{"sectionNumber":"10/2009","sectionType":"part","heading":"10/2009","content":"## 10/2009","sortOrder":3}],"analysis":{"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":false,"description":"The instrument adopts and enforces the FAA AD's technical requirements for the specified 747 models and sets a revised effective date; it does not expand applicability or introduce new categories beyond those listed (Applicability; Requirement; Compliance)."},"complexity_factors":["Cross-reference to external mandatory technical documents (FAA AD 2009-12-08 and Boeing Service Bulletin 747-53A2703 Revision 1 or later FAA-approved revision), requiring operators to obtain and follow those documents (Requirement).","Wide model applicability — many 747 submodels are listed, increasing the number of affected operators and fleet-management coordination (Applicability).","Safety-critical inspection and repair work for fuselage longeron fatigue cracking can be technically involved and may require structural repair resources, docking and specialised labour (Background; Requirement).","Compliance tied to an externally issued AD and to 'later FAA approved revision' creates an ongoing obligation to track document revisions and regulatory approvals (Requirement).","Revised effective date (becomes effective 24 September 2009) creates a clear compliance timeline that operators must meet, with potential scheduling and operational impacts (Compliance).","Formal issuance by the CASA delegate signals mandatory regulatory force domestically while relying on FAA-origin technical content, leaving limited local regulatory tailoring (signature / Requirement)."],"plain_english_summary":"This Airworthiness Directive requires operators of the listed Boeing 747 models to carry out the inspections and corrective work set out in FAA AD 2009-12-08 (and the referenced Boeing service bulletin) for a potential crack in the fuselage Stringer 11 longeron between stations 2598–2607.
