The Directive continued the repetitive inspection requirements of AD/B747/231 Amdt 1 but also required the installation and activation of TRAS lock on each thrust reverser together with various related modifications and installations. The Directive also introduced additional repetitive functional testing and, if necessary, corrective action, at the same time the Directive provided dispatch limitations. |\n| | These actions were designed to prevent an inadvertent deployment of a thrust reverser during flight, which could result in a loss of control of the aeroplane.Amendment 1 corrected editorial errors together with an omission in the compliance statement of the original Directive.Amendment 2, notates the acceptability of an AMOC that has been approved by the FAA for AD 2003-16-16. |\n\n| | The original issue of this Airworthiness Directive became effective on 22 January 2004. |\n| --- | --------------------------------------------------------------------------------------- |\n\n![](image.001.png) \nMike Higgins \nDelegate of the Civil Aviation Safety Authority\n\n13 May 2014","sortOrder":0},{"sectionNumber":"AD/B747/298 Amdt 2","sectionType":"part","heading":"AD/B747/298 Amdt 2","content":"## AD/B747/298 Amdt 2","sortOrder":1},{"sectionNumber":"Thrust Reverser System Locks","sectionType":"part","heading":"Thrust Reverser System Locks","content":"## Thrust Reverser System Locks","sortOrder":2},{"sectionNumber":"10/2014","sectionType":"part","heading":"10/2014","content":"## 10/2014","sortOrder":3}],"analysis":{"flash_summary":{"complexity_score":6,"scope_assessment":{"changed":false,"description":"Amendment 2 does not materially expand the Directive’s substantive obligations. Completing the retrofit and required tests removes some earlier repetitive inspection obligations (the test in Requirement 1 is terminating action for the repetitive tests required by AD/B747/277 Amdt 2—see Note 3).\n\n**Who pays, who decides, and what changes in behaviour**\n\n- Who pays: The aircraft operator (airline/owner) pays the direct costs for tests, repairs, retrofit hardware, wiring, software upgrades and downtime for workshops.\n- Who decides: Maintenance organisations and operators must follow the Directive; regulators (the Civil Aviation Safety Authority, and acceptance of FAA AMOCs where noted) determine acceptable compliance methods. Operators can use MMEL dispatch provisions for limited continued operation under the specified conditions.\n- Behavioural change: Operators must schedule recurring CDU cone brake tests (every 650 or 1,000 hours depending on configuration), carry out the retrofit/installation tasks specified for affected serial-numbered aeroplanes, perform TRAS lock functional tests after installation and at regular intervals, and avoid flying with unresolved failures except where MMEL dispatch relief applies and the specified deactivation procedures are used.\n\n**Costs, incentives and trade-offs**\n\n- Direct costs: Parts (TRAS locks, brackets, flexible drive cables), wiring, IDS and CMC software/hardware changes, labour for installations and recurring tests, and aircraft downtime.\n- Concentrated benefits vs. diffuse costs: The safety benefit from preventing inadvertent reverser deployment accrues to all stakeholders (passengers, crew, operators), while the cost is concentrated on operators of affected 747-400/CF6 aircraft.\n- Incentives: Completing the retrofit and required tests removes some older repetitive inspection obligations (a potential operating-cost saving over time) but requires an upfront capital and labor outlay.\n- Operational trade-offs: Operators get some operational flexibility via MMEL dispatch provisions for limited time, but that flexibility is bounded (must deactivate the unit properly and re-activate within MMEL time limits).\n- Implementation risks and constraints: Availability of approved parts, access to authorised maintenance facilities, software compatibility and validated software versions, and scheduling downtime within commercial constraints. The Directive cross-references multiple Boeing, Lockheed Martin/Middle River and FAA documents; complying requires following the correct revision/version noted in the Directive.\n\n**Compliance mechanics and timing (high level)**\n\n- CDU cone brake functional test: repeat every 650 hours TIS for non-retrofit units or every 1,000 hours TIS for retrofit-equipped units (Compliance: Requirement 1.a/1.b).\n- Repair of any failed tests: must be accomplished before further flight unless MMEL dispatch provisions are used to carry one inoperative thrust reverser (Requirement 2).\n- Installation/activation of TRAS locks and associated modifications for aircraft listed in the referenced SB: within 36 months of the original Directive effective date, and some installations must be done prior to or concurrently with the first functional test (Requirement 3).\n- TRAS functional test: within 1,000 hours TIS after installation or within 90 flight hours of the Directive (whichever is later), and then every 1,000 hours TIS (Requirement 4).\n\n(References: Requirements 1–7, Notes 1–5, Compliance section.)"},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available. The original directive (effective January 2004) was established to prevent inadvertent thrust reverser deployment through repetitive testing and installation of TRAS locks. Amendment 1 corrected editorial errors. Amendment 2 merely updates the document to recognize FAA-approved Alternate Methods of Compliance (AMOCs) as acceptable for compliance.
