requires a detailed inspection of electrical connectors installed in the main wheel well to ensure that fillet sealant is installed on the inboard and outboard sides of the receptacles at the disconnect brackets. Missing sealant around the receptacles could possibly result in corrosion damage, which could cause the loss of sufficient electrical bonding between the connectors and the disconnect bracket. The loss of electrical bonding could result in loss of the shielding that protects the wire bundles from Electromagnetic Interference (EMI) and High Intensity Radiated Field (HIRF). The loss of EMI and HIRF protection at those receptacles could possibly cause multiple electrical systems failure. Those failures could result in the loss of several critical control systems that are necessary for safe flight. In addition, a lightening strike could cause arcing in the fuel tank. |\n| | This Amendment corrects a typographical error in the Compliance Statement by changing the date from 17 January 2007 to 17 January 2008 and limits the applicability to aircraft listed in Revision 1 of the Boeing SASB. |\n| | The original issue of this Directive became effective on 17 January 2008. |\n\n![](image.001.png) \nCharles Lenarcic \nDelegate of the Civil Aviation Safety Authority\n\n19 December 2007","sortOrder":0},{"sectionNumber":"AD/B737/311 Amdt 1","sectionType":"part","heading":"AD/B737/311 Amdt 1","content":"## AD/B737/311 Amdt 1","sortOrder":1},{"sectionNumber":"Main Wheel Well ElectricalConnectors and","sectionType":"part","heading":"Main Wheel Well ElectricalConnectors and Receptacles","content":"## Main Wheel Well Electrical \nConnectors and Receptacles","sortOrder":2},{"sectionNumber":"2/2008 DM","sectionType":"part","heading":"2/2008 DM","content":"## 2/2008 DM","sortOrder":3}],"analysis":{"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"This amendment maintains the original scope of the airworthiness directive. (See: Requirement; Applicability.)\n- Adopts the technical requirements of FAA Airworthiness Directive (AD) 2007-23-10 (Amdt 39-15256) as the action standard that must be followed. (See: Requirement.)\n- Revises the compliance effective date to 17 January 2008 and corrects a previously published typographical error; it also narrows applicability to aircraft listed in Revision 1 of Boeing Special Attention Service Bulletin (SASB) 737-24-1169 dated 6 August 2007. (See: Compliance; Amendment; Applicability.)\n\n**Why the rule exists (stated purpose and mechanical effect)**\n\n- The Directive is premised on a safety concern: missing fillet sealant around the wheel-well receptacles can permit corrosion that may break the electrical bond between connectors and disconnect brackets. The loss of bonding could reduce shielding against Electromagnetic Interference (EMI) and High Intensity Radiated Field (HIRF), potentially causing multiple electrical system failures and loss of critical control systems. The Directive also cites the risk that lightning strike could cause arcing in fuel tanks if seals are missing. (See: Background.)\n\n**Who is affected and who pays**\n\n- Affected parties: operators/owners of Boeing 737-600, -700, -700C, -800 and -900 series aircraft specifically listed in Boeing SASB 737-24-1169 Revision 1. (Applicability.)\n- Costs and who bears them: operators bear the direct costs — scheduling aircraft for inspection, labour to perform the detailed inspection, and any material and labour to apply fillet sealant or repair corrosion if found. Maintenance organisations performing the work will incur labour and parts costs, which operators normally pay under maintenance contracts.\n\n**Who decides and how compliance is shown**\n\n- Regulatory decision-maker: the Civil Aviation Safety Authority (CASA) gives effect to the FAA AD in Australian operations by issuing this Directive; the document references the FAA AD and the Boeing SASB for technical steps. (Requirement; Applicability.)\n- Compliance method: operators must follow the inspection and corrective-action steps set out in FAA AD 2007-23-10 and the referenced Boeing SASB. The Directive fixes the effective date for compliance. (Compliance.)\n\n**Practical implications, trade-offs and implementation notes**\n\n- Behaviour change required: scheduled or immediate detailed inspection of nominated connectors in the main wheel well; application of fillet sealant where missing; repair as necessary for corrosion or bonding failure.\n- Operational trade-off: the safety benefit is achieved at the cost of aircraft downtime and maintenance labour; operators may choose to coordinate these inspections with other scheduled maintenance to reduce operational impact.\n- Reliance on external documents: the Directive delegates the technical detail to FAA AD 2007-23-10 and Boeing SASB 737-24-1169 Rev 1; operators must obtain and follow those documents to demonstrate compliance. This creates administrative dependence on non‑Australian documents for the precise steps to be taken. (Requirement; Applicability.)\n- Compliance risk and scope: the Directive corrects a typographical error in the compliance date and narrows the applicability to aircraft specifically listed in Boeing SASB Rev 1, which reduces the set of affected aircraft compared with a broader earlier text. (Amendment.)\n\n**Concrete benefits, costs and substitution effects**\n\n- Benefits: increases the likelihood of maintenance action that preserves electrical bonding and EMI/HIRF protection at the listed receptacles; reduces risk of multiple electrical system failures and lightning-related arcing at those locations.\n- Costs: direct inspection and repair costs to operators; possible short-term reduction in aircraft availability while work is done.\n- Substitution effects: operators may elect to perform the required inspection during regular heavy maintenance visits rather than scheduling a dedicated downtime period, shifting timing rather than avoiding the cost.\n\n**Implementation sensitivity and enforcement**\n\n- Enforcement will depend on CASA’s oversight and inspection records showing compliance with FAA AD 2007-23-10 and Boeing SASB procedures. Because the Directive references external technical documents, accurate record-keeping and access to those documents are necessary to prove compliance.\n\n(References in this summary: Applicability; Requirement; Compliance; Background; Amendment.)"},"flash_summary_failed":{"failed":true,"reason":"Unauthenticated.
