These leaks were observed during the refuelling operation or during maintenance. Investigation revealed the presence of cracks, and in certain cases, breaks at the jettison valve. Also revealed were several partial disconnections of the inlet and/or outlet pipe. This Directive requires inspection of the jettison valves for cracks and modification of the locating holes in the wing box bottom skin panel.\n\n![](image.002.png) \n\nDavid Villiers\n\nDelegate of the Civil Aviation Safety Authority 18 August 2004\n\n![](image.001.png)","sortOrder":1}],"analysis":{"flash_summary_failed":{"failed":true,"reason":"Unauthenticated. (See: Applicability; Requirement.)\n- The actual inspection and modification work must be carried out in accordance with the referenced DGAC airworthiness directive and Airbus service bulletin documents. (See: Requirement; Compliance.)\n\nWho is affected\n\n- Operators of Airbus A330-200 aircraft that: incorporate Airbus modification 45008 in production or have Airbus Service Bulletin A330-28-3084 incorporated in service, and that are equipped with jettison valves having part number HTE900169. (Applicability.)\n- Aircraft that already have Airbus modification 51414 incorporated in production, or Airbus Service Bulletin A330-57-3078 Revision 01 incorporated in service, are explicitly excluded (not affected). (Applicability and Note.)\n\nWhy it matters (stated purpose and practical effect)\n\n- Stated purpose: Authorities received reports of fuel leakage from the wing fuel jettison system during refuelling or maintenance. Inspections found cracks and, in some cases, breaks at the jettison valve and partial disconnections of inlet/outlet pipes. The directive requires inspection for cracks and modification of the locating holes in the wing box bottom skin panel to correct that unsafe condition. (Background; Requirement.)\n\nOperational consequences, costs and incentives (mechanics, not judgement)\n\n- Who pays: aircraft operators (airlines/lessors) must arrange and pay for inspections and any required modifications or repairs to comply with the AD. (Requirement; Compliance.)\n- What must be done: inspections of the jettison valve assemblies for cracks, and modification of locating holes in the wing box bottom skin panel as described in the referenced DGAC/aircraft manufacturer documents. The AD defers detailed steps and timeframes to those documents. (Requirement; Compliance.)\n- Downtime and capacity effects: affected aircraft may need to be taken into maintenance for inspection and modification, producing aircraft out-of-service time while work is completed. The length of downtime depends on the procedures in the referenced service documents and availability of maintenance resources.\n- Compliance choices: operators can remove the aircraft from the affected population by incorporating the excluding modification or later service bulletin revision (for example, modification 51414 or SB A330-57-3078 Revision 01), or by following the mandated corrective actions. (Applicability; Note.)\n- Implementation risk and dependencies: the directive references documents published by other authorities/manufacturers (DGAC AD F-2004-127 and Airbus service bulletins). Compliance requires access to those documents, possibly EASA approvals referenced by the note, certified maintenance organisations and any specific replacement parts. Availability of parts and workshop capacity may constrain how quickly operators can comply. (Requirement; Note; Compliance.)\n\nTrade-offs, administrative discretion and enforcement\n\n- The AD itself sets applicability and mandates action; the detailed work, timing and acceptance criteria are delegated to the referenced DGAC/airbus documents, so CASA/its delegate enforces by requiring compliance with those external documents. (Requirement; Compliance.)\n- The directive places the compliance burden on aircraft operators and maintenance organisations; benefits (reduced risk of fuel leakage) accrue to operators, crew, passengers and the public.\n\nSource claims versus practical effects\n\n- The background claim links observed fuel leakage to cracked/broken jettison valves and partial pipe disconnections. The AD implements that corrective approach by mandating inspections and a structural modification (locating hole modification). Mechanically, the AD converts those safety findings into a mandatory inspection-and-modify requirement for the specifically identified aircraft population.
