The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.\n\nAirbus Industrie A319, A320 and A321 Series Aeroplanes\n\nAD/A320/4\n\nAmdt 2\n\n \nRam Air Turbine 10/2004\n\nApplicability: AIRBUS INDUSTRIE A320 aircraft series 100 and 200 which have not incorporated Service Bulletin (SB) A320-29-1030 (Modification 21892).\n\nRequirement: Replace the Ram Air Turbine ejection jack Part Number (P/N) 114160003 with ejection jack P/N 114160004 or P/N 114160005 in accordance with AIRBUS INDUSTRIE SB A320-29-1030.\n\nNote: DGAC AD 89-160-003 (B)R2 refers.\n\nCompliance: Before further flight.\n\nThis Amendment becomes effective on 30 September 2004.\n\nBackground: During a routine flight test an operator experienced problems with extension of the ram air turbine. If this occurs when the RAT is required a total loss of hydraulic/electrical power may result. To ensure the RAT functions correctly this amendment requires fitment of the modified ejector jack.\n\nThis amendment reflects the DGAC latest revision to the reference document with no change to the requirements. (See the “Applicability” clause.)\n- It requires replacement of the Ram Air Turbine (RAT) ejection jack with a modified part: replace P/N 114160003 with P/N 114160004 or P/N 114160005.\n- The replacement must be done in accordance with Airbus Service Bulletin A320-29-1030.\n- Compliance is mandatory before the aircraft’s next flight (the AD says “Before further flight”).\n\n**Why the rule exists (stated reason in the instrument)**\n\n- During a routine flight test an operator experienced problems with RAT extension. If the RAT cannot extend when it is needed, the aircraft may suffer a total loss of hydraulic and electrical power. The AD requires the modified ejector jack to ensure the RAT will extend correctly.\n\n**Who is affected and who pays**\n\n- Affected parties: owners/operators of Airbus A319/A320/A321 series 100/200 aircraft that have not already carried out the Airbus Service Bulletin (i.e. aircraft with the older ejection jack, P/N 114160003).\n- Responsible for compliance and cost: the aircraft owner/operator. They must obtain the replacement ejection jack(s) and have maintenance personnel fit them following the Airbus SB.\n\n**How it changes operator behaviour and choices**\n\n- Operators must check maintenance records to confirm whether SB A320-29-1030 has already been incorporated. If not, they must schedule and perform the replacement before flying the aircraft again.\n- Operators cannot lawfully operate an affected aircraft without performing the mandated modification; that creates potential short-term grounding until parts and maintenance are arranged.\n- The AD prescribes a specific technical fix (two acceptable replacement part numbers) and a documented method (the Airbus SB), so operators have limited discretionary choice about how to address the unsafe condition.\n\n**Implementation, compliance and operational effects**\n\n- Implementation requires ordering the approved replacement ejection jack, and maintenance time to remove the old jack and install the new one per the Airbus Service Bulletin. The AD provides no alternative procedure; compliance must follow the SB.\n- Supply-chain or maintenance scheduling delays will directly affect aircraft availability because the AD requires compliance before the next flight.\n- The AD’s applicability clause acts as a terminating action for aircraft already modified: if SB A320-29-1030 has been incorporated, the AD does not apply to that aircraft.\n\n**Trade-offs, costs and incentives (practical test of the AD’s stated purpose)**\n\n- Benefit claimed: reduced risk of RAT failure to extend when required, avoiding possible total loss of hydraulic/electrical power.\n- Direct costs: purchase price of replacement ejection jack(s), labour and docking time for the modification, and any operational disruption while the aircraft is unavailable.\n- Concentrated benefits and costs: the safety benefit accrues to passengers and the operator; costs are concentrated on aircraft owners/operators. The replacement parts and maintenance providers benefit from the required work.\n- Opportunity cost: aircraft may be grounded temporarily, potentially disrupting schedules and revenue.\n- Compliance is narrowly prescriptive (specific part numbers and reference to a single Airbus Service Bulletin), which reduces operator discretion and encourages a uniform technical fix.\n\n**Regulatory basis and discretion**\n\n- The AD is issued under the CASA delegate’s power in the Civil Aviation Safety Regulations (it states the delegate considered the action necessary to correct the unsafe condition). The directive leaves operational and scheduling discretion to the operator only to the extent allowed by the “Before further flight” compliance timing — it does not allow alternate means of compliance unless explicitly accepted by the regulator or through a different approved process.\n\n**Source interactions and references**\n\n- The AD cross-references Airbus SB A320-29-1030 for the technical instructions and notes a related French DGAC AD. The AD revokes the earlier amendment (Amdt 1) but states that there is no change to the technical requirement — the current amendment aligns the reference documentation and limits applicability to unmodified aeroplanes.\n\n(References: Applicability, Requirement, Compliance and Background sections of the AD.)"},"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"The legislation maintains its original narrow scope.
